CHILDREN’S PRIVACY NOTICE – SoCalREN

Effective Date: November 23, 2021

This Children’s Privacy Notice explains personal information collection, use and disclosure practices with respect to personal information of children collected by LA County on behalf of the Southern California Regional Energy Network (collectively with our affiliates “Operator” or “we,” “our” or “us”) in connection with online services that we operate (the “Services”).
We are a government organization and as such the Children’s Online Privacy Protection Act (“COPPA”) does not apply to us. However, this Children’s Privacy Notice explains how we collect and use personal information collected via the Service from children under the age of 13 (“child” or “children”).

Children’s Sections of the Services

Occasionally, we may have special sections of the Services that are intended for children, in whole or in part, such as https://energymonsters.fun (Known as Fuzzy’s Fun Zone)(“Kids Section(s)”).  In such cases, this Children’s Privacy Notice shall apply.

Research Activities

We conduct direct surveys (“Surveys”), and these may include Surveys in Kids Sections directed to children.  When we do so, we will not collect directly identifying information like full name, email address, address or phone number, but may ask the child to identify their school and teacher name, which is used and shared with the child’s school / teacher as set forth in Section 3.

Participating in Surveys, and permitting your child to answer questions, is completely voluntary, and we will handle all personal information collected consistent with our Privacy Statement and this Children’s Privacy Notice. We encourage parents to supervise their child’s activities in Kids Sections, and otherwise online.

Personal Information Collected From Children And/ Or Made Available To Others

We may collect personal information from children as set forth in our Privacy Statement and this Children’s Privacy Notice, and if applicable, any additional notices or terms related to particular aspects of the Services.

Notwithstanding anything to the contrary in our more general Privacy Statement, we will limit our collection, use and disclosure of personal information collected from children via the Kids Sections of the Services as follows:

  • For the Kids Sections, we collect IP Address and device identifiers and information, but we only use that for our internal operations.
  • Our Kids Sections Surveys to children may collect the name of the child’s school and teacher, but will not collect directly identifying information of the child, like name, address, phone number or email.  This is used to enable us to provide statistics and analytics back to the schools and teachers that are participating in our programs.  For instance, a school or teacher may be told how many students completed a Survey, data on class completion of energy savings tasks, information on how many students correctly answered certain questions, etc., to provide rewards to schools.  We may use similar data, including on a program-wide basis, to compare the performance of different participating schools and classes and otherwise learn from program participation and gauge program performance.
  • We may share the non-identifying information as detailed above with our service providers such as ICF Resources, LLC in connection with their performance of services for us, Southern California Gas Company as the fiscal agent for SoCalREN, the California Public Utilities Commission, and other governmental or non-profit entities.
  • We may disclose personal information if required by applicable law, for example, in response to a court order or a subpoena. To the extent permitted by applicable law, we also may disclose personal information collected from children (i) in response to a law enforcement or public agency’s (including schools or children services) request; (ii) if we believe disclosure may prevent the instigation of a crime, facilitate an investigation related to public safety or protect the safety of a child using our sites or applications; (iii) to protect the security or integrity of our sites, applications, and other technology, as well as the technology of our service providers; or (iv) enable us to take precautions against liability.
